Sybil Bailor

 

A highly qualified professional with over 20 years of development experience in Sierra Leone/ West Africa and in the United Kingdom.  Sybil Bailor is the Country Lead for CODE Sierra Leone with technical experience in programme management, governance, education, SME and civil society capacity building, addressing poverty and gender issues, implementing and managing various development programmes with direct reporting capabilities to board of directors at both at national and international levels.

 

Her diplomacy and tact have enabled her to work in multi-cultural and diverse environments.   Sybil was the Executive Director for the ENCISS (the largest governance programme in Sierra Leone) and most recently the Chief of Party for the Girls Education Challenge (the largest girl’s education programme in Sierra Leone), a DFID funded programme managed by Plan International in Sierra Leone.

 

Sybil is currently engaged as a consultant on the Invest Salone DFID programme. Sybil also has a strong background in organisational development and change management processes and is experienced in strategic planning and development, fund accounting systems and grant management for international and national organisations with knowledge and experience of European Commission (EC), UK government (DfID), (USAID) and other donor agencies guidelines. As an entrepreneur in the tourism sector, Sybil manages a small but growing hospitality business with its key focus on delivering quality services and investment in people, creating employment for women and men in the local community and environs.

 

 Sybil is a member of the Association of Accounting Technicians and holds a master’s degree in Charity Accounting and Financial Management and has recently completed a certificate course in Women’s Entrepreneurship at Cornell University, USA.
